Noti was a wishmaster, I remember learning about wishmasters from my parents. Basically they were people who wished for the power to grant wishes to anybody, somehow The Gift granted that. (i dont know if theyre real)

He'd have to be, Back then the P.O.P was SUPER strict about what age was the minimum (Which for the time the wishmasters were running around the age was 23)
